How can I book a seat ticket for wheelchair users in France? I can't find a site on the web where I can do this. Is there a phone number I can use where they speak English?

Page 7 has the phone numbers.
Adding #45 to the phone number gives you a special service for wheelchair users (but just in french), adding #85 gives you the normal hotline in english language (but it’s not specially dedicated to wheelchair user but should be able to help, too).
