Can I travel on this train or not? If there are no pass holder reservations, does this mean that no further pass holders can travel or just that they are not guaranteed a seat.

The train from Oslo to Gothenburg is run by VY and there is no need for a reservation.
If reservations not are mandatory you can board the train without a reservation.
What route, date and time are you trying to make a reservation for?
AFAIK the only trains that DO have restrictive quota for passholders are those IN and to/fro FRance and all have (it would be useless without anyway) mandatory RES.
OR use the planner of bahn.com-covers even more as that app and it will clearly show what the status is for RES. THis does not mean that it can also do any RES if needed.
If reservations not are mandatory you can board the train without a reservation.
