No, seat reservations are generally non-refundable.
Simply make another one. It costs 3€ through tickets.oebb.at : add Interrail/Eurail as a discount and select one-way tickets.
Okay, can you cancel the reserved seat so someone can use the seat?

No you usually can't cancel. I wouldn't worry about that, often untaken seats are offered to other people when needed.
