Are we allowed to use TERs that are showing as Complete on the SNCF app?
There are a few screenshots of this on twitter eg journeys like Lyon - Genève (entirely on TER)

Sure you can use them. You can safely ignore those "full” claims. In reality, such trains may not even be full. If you want to be sure, just be on the platform early.
