Apply for refund of positioning fee

May I ask the ticket holder's itinerary on this day has changed and cannot be carried out. Can I apply for a refund for this positioning fee?

Eurostar reservations cannot be refunded, unless the train is cancelled or delayed more than 1 hour.

You can change the reservation though, for a fee of €15, on eurostar.com, with "Manage booking”.
