Dutch residents cannot use the Interrail Benelux Pass to travel in the Netherlands, but what about expats from EU that are living in the Netherlands, does the same limitation applies?

In principe the same applies, since your country of residence is what's important.

As you won’t be able to use it in NL, means the Benelux pass won’t be good value, if you seek to travel to Belgium or Luxemburg.
Traveling in Luxemburg by public transport is free, and in Belgium tickets are not that expensive, especially if you get a standard-multi-pass.

E.g. at the moment (Summer holidays) you can travel unlimited in Belgium for a month for 59 EUR (2nd) or 89 EUR (1st).

One more thing, with the links mentioned for Belgium you cannot take Thalys/Eurostar or ICE. But for all other trains, you’re good to go.

You can buy one, even if you live in the Netherlands or Belgium, but it's bad value for money because you can't use it in your own country.

Thanks - I fully appreciate the value for money point, it was just a contradiction of the triple country pass.
