I am a citizen of a non-European country

I have been living in Germany for less than 6 months

My residence permit is not a plastic card, but a long term visa stamp in my passport

Should i get the Eurail or interrail pass?

There's no rule that you have live at least 6 months somewhere to qualify for Interrail or Eurail.

The question is whether a visa is a residency permit and I'm inclined to say it isn't.

Anyway, a Eurail pass is more advantageous, since you can travel in Germany with it on more than 2 travel days.
