I am planning a trip to Switzerland and France in March. Fares listed on website state they are for Summer Travel: buy now and travel later. Does March qualify as summer?

 

March is definitely not summer. It's more like the beginning of spring.

If you're referring to the current 10% discount on Eurail passes: You can buy a pass in March with this discount and activate it up to 11 months later. So you can use it for travel in summer, but also immediately, if you want.
