I want to buy the Global Pass cause I plan to make a Tour around Europe but I’m staying in Germany-Cologne for 14 days. And i Wanted to know if I can use this pass to travel inside cologne and cities near it.

I think this is perfectly possible 
You can use the rail services arround Cologne with a continous pass the entire time 
Please note that Publictransport with Tram,Subway (in German U-Bahn), Buses are not included :)
S-Bahn (german for Metro) are covered by the railpass :)
