Global Pass use in only 1 country

Hello!

My question: Is it possible to use the Global Pass almost entirely in just 1 country?

We want to buy the Global Pass so we can depart from and return to our home country. But otherwise we would use the pass in 1 country only. Is that possible/allowed?
