No. The only buses you can use would be railway replacement buses. They would be used in situations when there's maintenance or disruption, but not during strikes.

It’s a strike day so only limited trains will be running between London Paddington and Bristol Temple Meads
It will be an hourly service leaving Paddington at xx:28.
If you want to avoid busy trains Megabus has tickets for 17£ (there are other companies).

Yes only one per hour and they will be quite busy. And you’re lucky : most lines do not have a single train that day !
