Whether normal tickets or Interrail (plus reservations if necessary) is the cheapest entirely depends on what you journeys will be. Local and regional trains in Italy are often quite cheap. Long distance trains can also be cheap if you book in advance (but then you're not flexible anymore).

InterRail pass is for ALL trains from TrenItalia, incl the frecce=hi-speed and night-trains, but for these you must also make RES. You can choose the days freely in 1 month. Note that 1 country is ONLY valid in that country, not for the trip to/back in ES and via FRance.

The pass for 75€ is ONLY for regionale trenes, and only TrenItalia (NOt TreNord, which runs around Milano), these are without RES anyway, but work more like the cercanias in ESpana on RENFE: slow, much less comfortable and with bad interconnections, though as such its better in IT as it is in ES. Plus that the 5 days are consecutive-no breaks allowed in between.

So you compare apples and pears.

In Germany you can have more or less same-same.
