I just bought 15 days continuous pass.
But I just to start travelling at 16th November, it means that my interail pass will only start counting the 15 days from the day that I register in Rail Planner?

Yes. 15 days from your first journey.
don’t activate your pass until the day you depart, when you’re certain you’ll be taking a train.
