You can buy a pass before you activate it.If the document saying that you have a registered address in Munich is government-issued and has a government stamp on it, this may be enough for interrail eligibility. The conditions of use state: “Residency can be proven by means of official residence documents issued by the government. A residency document must clearly prove that the Pass holder is registered in the country where they effectively live at the moment of the start of the Interrail or Eurail experience.” However you could have some awkward moments on the train if a conductor disagrees with this interpretation of the conditions.
I took such a train (passing through German territory without stopping) with a German-resident global pass in 2019, being very stressed about it. The conductor did not have any problem with my pass, but it would be nice to have certainty that this is allowed.
I’m also interested in this question (mostly theoretically). Is a French-resident global pass valid on a Eurostar train from London to Brussels that does not stop on the way (in particular not in Lille)? An example of such a train is the first one of the day departing at 07:41.
