Sure you can. If you buy a mobile pass, you can choose in the app what your start date will be, when you go through the activation process. It's best to wait with the activation though until the day you start travelling.
In Germany, you can also buy a paper Interrail at any DB ticket office. You'll have to give the first day of validity but you can also wait until your actual start day to buy your Interrail.
