Mostly, yes. Many trains in Europe are like this.
There are some where you don't need a reservation, but you might need to pay extra supplement on board (or in advance), but they are the tiny minority.
Is there any particular journeys you are unsure about?
You would need reservations for domestic high speed trains in Spain, Italy, France and international cross border trains. You would also need reservation for sleeper trains.
