Hi, can I choose not to pay for seat reservation if it only says seat reservation optional/ recommended instead of required? I have first class pass Eurail pass.

Sure, optional/recommend means that you don't have to buy a reservation.
But with a 1st class Eurail pass you get optional seat reservations for free if you book them through ÖBB. Don't select "seat only", but select normal tickets and add Eurail as discount.
