Yes. Wales, Scotland and Northern Ireland are as well; the entirety of the UK.
And only since a few yrs-3 I think-as before it was NOT in EUrail-but yes in INTERRail )always has been in IR). EUrail has nothing to do with that EU-it was there long before even talks were about EU and also covers many other countries OUT of EU, like Swiss and NOrway.
