Anyone know how to pay this 10 euro fee in the rail planner app. Seat appears to be reserved but want to know if I can pay fee ahead of time.

A seat is only reserved if you paid :)
The traveldiary have nothing to do with the reservation. You just log your journey´s via the mobileapp.
Reservation are seperate and must be bought either via the App, the Reservation website, the Website of the Operating company or directly at the train station.
After payment you usually get a PDF document that shows which seat in which carriage you have reservated :)
