So, has these restrictions now caused no travel between the two countries?  So, if I just purchased tickets on yesterday through Eurostar,  I can't get my money back at all? I am a US citizen as I was trying to celebrate my anniversary there.  Am I reading this correctly???  Please help ????

Some travel is still possible but under the conditions mentioned.

Whether you can get your money back depends on the conditions of the tickets you bought. That should be explained in the confirmation mail.

Of course you can always ask but you booked under these rules and you should always check the rules before booking.
