I want to travel from Groningen to Nice but I wasn’t sure whether I needed an international pass or if a One Country Pass for France is enough. I don’t need one for the Netherlands since I can already travel cheaply through it, but I might need one for Belgium for the Thalys.

Nope you would need a globalpass for the Amsterdam - Brussels - Paris Route
Maybe check for cheap individual tickets of Thalys and use then within France your OneCountrypass
