I found TER 23420 on the SNCF website, and I intend to take this train to Annecy.
but I cannot find this train on the Rail Planner app...
I would like to know if the Eurail Global Pass covers TER 23420?
Or should I need to manually add this train to the Rail Planner app?

Yes sure, the pass is valid.
Timetables for June and beyond have just been published on SNCF. They will be imported on Rail Planner in the coming weeks.
You can add the train on Rail Planner at any point prior to departure. I usually do it minutes/seconds before boarding. ;)
However this train seems to be missing completely in the rail planner app right now. I can't find any direct connections e. g. for today although it should run.
bahn.de doesn't show the direct Geneva-Annecy trains either, indeed not even for today. It looks like SNCF didn't share their timetables via MERITS.
@Eurail Community Moderator Maybe you could check with SNCF why their trains on this line are missing?
SBB shows these trains. Maybe they get their informations directly from SNCF.
I think that SBB add international trains that are not in MERITS. For example, you can already find TGV to Paris until December. These trains are overridden when SNCF sell tickets.
It didn’t work once because the SNCF changed the train number and the TGV was twice in the SBB timetable. If you chose the false one, it was impossible to buy tickets.
Hi everyone, we noticed a discrepancy in SNCF's information for the TER scheduled for March 7 at 10:46. Their timetable lists it as TER 23420, while their itinerary page shows it as L2 (Léman Express). Also we couldn't find this schedule on SBB.
We'll try to report this to SNCF to see if they can correct the information and possibly share it via MERITS. Thank you for your patience!

Hello everyone! Just a quick update: Unfortunately, we couldn't find any TER 23420 running from Geneva to Annecy in June. The two screenshots attached below were taken from SNCF, and instead of TER 23420, it shows LEX (Léman Express) trains running. This train is not mentioned in our Pass network's portfolio. We have reported this to get clearer information on this matter

Léman Express is the brand of these trains, but all regular tickets are valid. Swiss tariffs apply from Switzerland to Annemasse and French tariffs from Annemasse to Annecy. You have special prices only if you buy tickets from Geneva to Annecy (Léman Pass), but it is no problem to cut the journey into two legs at the border station of Annemasse. The trains are exploited by SBB and SNCF.

I'm not sure what you mean by "not mentioned in our Pass network's portfolio”. Léman Express is just the marketing name of the suburban/regional trains around Geneva. They're still operated by SBB and SNCF and passes are valid.
SNCF and SBB also show the line numbers (L2 / RL2) rather than than the train numbers.
The train at 10:46 has train number 23420, as SBB show in the train details:

The fact remains that these trains are missing in many planners, and don't seem to have been shared via MERITS.

This train is jointly operated by SBB and SNCF. The operator used to change in Genève-Eaux-Vives. SBB seem to have done their job, since this train is in the timetable even until one station further, Chêne-Bourg:
I can find the same in the rail planner app. DB is showing this train to Annemasse.
So it looks like SNCF haven't done their job.

Chêne-Bourg is a Swiss station in Swiss territory. From a technical point of view the change occurs at the border. You have Swiss signaling in Chêne-Bourg and French signaling in Annemasse. The drivers change in Annemasse, it means that Swiss drivers must also know the French rules.
One track in Annemasse has 15 kV 16,7 Hz AC overhead lines for the Swiss RE trains terminating at this station. Other LEX trains must switch to 25 kV 50 Hz AC.
Tickets are checked by French staff between Annemasse and Chêne-Bourg. Sometimes it is necessary to show the tickets to access the platform in Annemasse.
And then there's the border tariff point, i.e. where the operator for the passenger changes, which is supposed to be in Genève-Eaux-Vives (see this list).

I think that this list is no more actual. In my opinion the new border point is Annemasse, but I cannot confirm it from official sources.
I was also trying to find other info :-) but couldn't find anything yet. Maybe there's something in the SBB tariffs. In any case, the fact that Swiss network tickets are valid to Annemasse, does not necessarily mean anything, because there are more lines where they are valid a bit beyond the border tariff point.
