イギリスのエディンバラ駅で紙のグローバルユーレイルパスをアクティベートすることはできますか?

That should be possible. The conditions of use say "activation can be done at a major train station ticket window or at a Eurail Aid Office”. "major train station” is not further explained but Edinburgh is certainly one in my opinion.
