There are no seats on this train. Only couchette.
Usually there area available. If not, head with seats until Dimitrovgrad and change there to the Sofia-Istanbul one and hope that there’s some free space. Pay the reservation fee to the conductor in that case.

You can book at many Romanian ticket offices, and also at German ticket offices, if you find a skilled member of staff.
