Calling SNCF

it mentioned that one can call SNCF rail for seat reservation.

In the orange box at the top it says it’s operating hours are 7 days from 08.00 to 20.00 https://www.sncf-voyageurs.com/en/customer-service/contact-us/telephone/ 

Sorry to be silly but can I ask if this is France time or what?

Has anyone been able to make a seat reservation by calling? What’s needed? Any issues? Do we provide credit card numbers over the phone? Do we need to create any SNCF account?

Of course it is.

No need to create an SNCF account and AFAIK you are redirected to an automated system to do the payment. SNCF are a bit picky about which credit cards they accept. If you're not from Europe, they only seem to accept American Express.

SNCF trains can also be booked on www.raileurope.com, so you may find that easier.

I recommend booking online. The response and answer times on the telephone in the SNCF customer service are very slow.
