I won’t be able to travel, and can’t quite figure out if I get a refund for my pass (which is not activated yet), so I was wondering if it can get transferred to someone else?

You can’t transfer the pass to another person.
Most passes - except for some promotional ones - can be refunded if you haven’t activated them yet. Details should be in the confirmation email, or on the website of wherever you bought the pass from. You have to pay a refund fee unless you bought a Plus pass.

You can also exchange it for a different type of pass - but it would have to be in your name.
