This connecties train Has reserved Seats but they cannot be refunded because another train that caused the problem. Can I get a refund-actie and where van I claim this (or try)?

I missed connecting train to Rotterdam after the train from Barcelona to Paris did not run

SNCF should rebook you onto the next train(s) to Paris.
Since both SNCF and Eurostar apply the AJC, Eurostar should rebook you onto the next train to Rotterdam. In Paris, go directly to Eurostar.
So no refunds are needed.
