For Interrail purposes Monaco is indeed treated as a French station so yes you can use the single country French pass. If you want confirmation do a check on the IR planner which shows the station as Monaco Monte Carlo (France).
OOI you can go to the terminal at Ventimiglia as long as you choose Ventimiglia (FR)(Italy) as the station.
