Can anyone advise why it isn’t possible to book a train from Lulea in Sweden to Oulu, Finland? Its clear that there are trains running, but not bookable on inter rail app!

The Rail Planner app can't book anything. It can only forward you to some of the websites where you can book reservations. However, the best overview of where and how to book reservations is on this page:

https://www.seat61.com/interrail-and-eurail-reservations.htm

Reservations are not needed though here.

If you're just looking for timetables: the Rail Planner app really isn't the best place to look. Much more reliable are national planners, or bahn.com for international journeys.

You forgot to mention your travel date, but there currently are no day trains between Haparanda in Sweden and Kemi in Finland. There are some buses between Kemi and Tornio / TornioHaparanda bus station / Haparanda station but those are not in the Rail Planner app and not included in the pass. From the end of June, day trains should start running between Oulu and Haparanda, but the start date has not been published yet. The provisional timetable can be seen here (all times are Finnish local time, ma=Monday, la=Saturday, su=Sunday).

I don’t think there are trains running as you say. We’re travelling in June so too soon for the connecting service which rvdborgt mentions, and the best I could do was a Norrtag train booked through Eurail (no seat reservations) from Lulea dep 11.19 to Haparanda arr 13.30 (=14.30 Finnish time), 4 hour wait, then NET Matkat bus from Haparanda Tornio travel centre dep 18.30 to Kemi arr 18.55, then a VR night train 266 dep Kemi 19.24 to Oulu arr 20.24. The last leg requires seat reservations which I booked through Eurail €11.80 for two of us. I’ll let you know how it works out….

Seat reservations aren’t required anywhere in Finland.

The start date of the Oulu-Haparanda still has to be confirmed. 15/6 has been mentioned, but the trains haven't materialised in the planners yet.
