I am trying to book Fast train for Milan to Rome for my trip This coming August 16. However, i can only see a 8-9hrs travel, its the regional train?is there a time table that the fast trains open up?like why it is not showing for augusg 16 ?when should i Keep an eye for the train?

You are just too early, they haven’t loaded the direct trains into the booking system yet.
Up to 3 Aug is now available, check back in a week or two.
There is no need to panic book as soon as thy are available, Italian trains do not sell out months in advance like that.
The best place to book Italian passholder reservations is https://www.raileurope.com/ they do not charge a booking fee and you can select seats from a map

Indeed. The Milan - Bologna high-speed line is closed that week so expect 1h longer travel time.
