How do I get a refund for the TGV seat reservations I made with the Interrail route planner if the route doesn’t reopen before I travel?

Depends where you bought it. If you have bought it via Interrail: best ask it here:

And try to reroute over Switzerland or via Nice and Ventimiglia if no replacement busses are present.
