I’m trying to reserve seats for this train EC 145 / EC 145 to Budapest-Keleti but it says Reservation cannot be made, can someone please explain to me, if this means there are not seats left, or only that I cannot make a reservation?

There are some engineering works between Tatabanya and Budapest at the moment. Buses replace trains (pass valid).
Check whether you can make a reservation between Vienna and Tatabanya on oebb.at (3€). They're optional anyway.
