I am Global Pass holder with1st class.Would like to take SNCF train ex Paris to Etretat Normandie Grand Val .App planner shown on seat reservation for 2nd class holder.Please confirm if 1st class holder need to pay seat reservation fee as well ?

Yes, reservations are also mandatory in 1st class, but only on the train TER Nomad. You have to take a bus for the last leg of the journey. I suggest to reserve these seats on Rail Europe to avoid the additional fees of Eurail/Interrail.

Please note that although the bus is shown with mandatory reservations, that is incorrect, due to SNCF sending incorrect data. I used that bus myself and making reservations is just not possible (the SNCF ticket office really tried). If there are too many passengers, they just call for an extra bus.
