The exact same seat reservation is €6 on OBB website and $60 on EuroRail. How is this legal and possible? Seems like they are ripping off foreigners. How can I file a complaint with local government and train agencies ?

The ICE to Brussels (run by Deutsche Bahn) costs 3€ with OBB (8€ through Eurail). Then you have to switch to a Eurostar for Paris for 27€. Cheaper but slower options available.

The Cologne - Brussels Eurostar costs 27€ (32€ direct to Paris).

Those are 2nd class prices per person. The price is set by the railway company and Eurostar definitely has the most expensive ones (if we except night trains). Those trains also have a passholder quota...

A slightly cheaper way is to take any ICE to Mannheim (3€ optional) and then a TGV/ICE (18€). Leave plenty of margin for the connection.

Eurail usually charges €2 on top of the reversion cost.

Cologne - Paris noord 16 June - all of them are much less expensive. Not even close

€32 is the correct price for the Eurostar. It’s the passholder fare. 
Any reservation you find on ÖBB for €3 isn’t good on this train
