The mobile pass FAQ says for moving a pass to a different device:
Open the app on your new device and go to My Pass to add your Pass using your last name and Pass number from the order confirmation email. When asked, tap 'Move Pass' and follow the steps to have your Pass moved to the new device.
Have you followed these steps? If so, at what exact step are you seeing the QR code? Could you post a screenshot?
When I moved a pass last year, no QR code was involved.
If the validity period has not started yet, then it's best to cancel the activation, remove the pass from your device, and then add it on the other device.
