For the Eurail train pass purchased for 7 consecutive days in a month, are there free connections from German (e.g., Baden Baden) or French (e.g., Strasbourg) train stations to light rail and/or buses that take you to/from city centers? Or is there a separate fee for the light rail and buses to/from city centers? Thanks in advance for any response(s).

No, city buses and trams/light-rails are usually not included. There are exceptions, for instance S-Bahn run by the national rail operator (big cities like Berlin) or Saarbahn tram-train to Sarreguemines but in Strasbourg or Baden-Baden they are not included in the pass. The stations of these cities are close to the city centers though.

Interesting that passes seem to be valid there. The Saarbahn is not mentioned in Annex I of the Deutschlandtarif (Interrail is basically valid in regional trains where the Deutschlandtarif is valid). They were mentioned previously in the TBNE overview (here's an example), so passes could still be valid but this doesn't seem to be documented anywhere anymore. Or am I missing something?
