Press the big yellow + button near the bottom of the screen in the pass tab.

If you already have a pass(es) added to your app, you can add more my pressing the little plus icon in the top right corner. I think the yellow button only shows on the screen if you have no pass added yet in your app.
It seems to be different on Android and iPhone, after you've added the first pass:
- On Android, there's a big, yellow + sign at the bottom right.
- On an iPhone, there's a little + sign at the top right.
