Hello, I am from ROMANIA, CLUJ NAPOCA municipality. If I bought a subscription with a 15% discount on March 15th, I think it is still valid if I want to leave ROMANIA for Vienna, ROMA PARIS. It says that it must be activated within 11 months, so I hope I don't have any problems in August.

That’s correct.

You can activate your pass any time up to 11 months after you bought it.

You can do the first 2 steps of the activation procedure. Only in step 3, where you choose a start date, you activate the pass.

can you select like this from CLUJ-NAPOCA to Vienna only and when I arrive there I select another trip from Vienna to ROMA TERMINI I hope it works like this and could I jump without paying for the reserved seat

You can plan any journey you want.

However, if a seat reservation is required, you need to book it. Vienna-Roma without reservations is possible but will tak a lot of time.

am pus passul în mobil și numi cunoaste numele și nr de pass oare de ce și nu mai pot intra pe adresa de email care am dato prima data cei de facut

What are you trying to do on your phone?

You don't need any e-mail or password on your phone to use the pass. You only need that to book reservations on the Interrail website.

Can you still log into your account on the Interrail website? If so, then it should also be possible to log into your account via the app with those same details. If not, then reset your password on the Interrail website. If that doesn't work, then contact customer support here:

și care ar fii primi pasi în aplicatia railplaner add pass și mai departe ce trebue facut eu nu plec de îndata

Indeed, add a pass. There's no need to activate your pass in advance, but you can do that if you want to make sure it all works and to try working with the pass. Do make sure you choose a future start date, since you can only cancel activation if the validity period has not started yet.
