No. European residents can get Interrail passes.,
It has nothing to do with the EU
No, you are still in Europe. :-)
You do qualify for an Interrail pass
Article 5.2 of the booking conditions does list all countries that qualify for Interrail: https://www.interrail.eu/en/terms-conditions/booking-conditions. Or you may see here that you don't qualify for Eurail: https://www.eurail.com/en/terms-conditions/booking-conditions.
