The question was asked few weeks ago and the answer was no as you need a European Passport or ID - Card Even if the rule talks about Country of residence nad you temporary live in Germany

Advantage of the Eurailpass is that you can travel freely even in Germany (With Interrail you could travel twice within Germany with the Outbound/Inbound rule)

Don´t know where you actually based in Germany but the “DB Reisezentrum” Ticket offices of German Rail can sell Eurailpasses :)
