I seem to be getting conflicting views as to whether I can travel from Zagreb to Split using a Eurail Pass.

At a Croatian ticket office, reservations are only around €1.

Online reservation on tickets.oebb.at for the day trains currently doesn't seem to work.

Just been on the Croatian Rail site and it looks like IC trains are covered by Eurail.

Yes all trains are covered.

You need a 3€ seat reservation on daytime trains and as a ticket only costs 15€, it might not make sense to use a pass day at all.
