I am.leaving the UK in 10 days, and I want to buy a paper global pass. On the website, it says it will arrive by 27th February, but I leave on the 14th. Does anyone know if it is likely to take that long to arrive?

Do not order paper passes directly from interrail expecting delivery in that timeframe, they do not offer it.
Look at www.myinterrail.co.uk who are the official interrail pass retailers for National Rail in the UK. They do offer faster delivery times but read their site carefully BEFORE ordering to see if any of their services guarantee delivery within your required timescale.
+8I don’t have any experience of buying paper passes, but I certainly wouldn’t expect it to arrive by the 13th. They are sent from the Netherlands.

You should also book Eurostar reservations from London ASAP. They do sell out year round.
