Do NOT buy a promo pass, Interrail is not honest about the refund policies.
I bought an interrail pass in the promo period in September, and it was only in the payment confirmation (e.g. after purchase) that it said that no refund was possible for this particular promo period. In the general refund policy it says that promo passes can generally be refunded.

"The refund and exchange conditions for Promo Passes vary from promotion to promotion. Check the Promo Conditions to see if your Promo Pass is refundable and/or exchangeable.”

You are correct that the conditions should be communicated before you pay. However, I also recall having seen a checkbox on the order screen that you had to check to confirm that you understood your pass would be non-refundable, but I can't recall for which promo that was (there are several per year).

So I took it for granted that unless otherwise specified the Promo Pass was also refundable like normal. I missed the checkbox, which you mentioned, entirely. Thus I was quite confused when I heard it was not refundable.
In any case, I stand corrected. Thank you for your answer.
