Does the Inbound/outbound rule apply to the Eurail pass too?

A friend of mine is from Namibia, so she needs a Eurail and not an interrail pass - does the inbound / outbound rule apply there as well? Technically, she doesn't have a country of residence in the EU.
can she travel several times in and out of the same country (e.g. UK or Belgium)?

so that means she can go several times in and out of the UK and/or in and out of Belgium (she might use the Eurostar 3 or 4 times with the same ticket visiting friends) - ist that correct?

That is correct. Book the Eurostar as soon as you know the travel dates. Pass holder seats are limited and will be fully booked weeks in advance during the high season.
