Do I understand it correctly, that if I need to cancel my Global Pass that costs $1796, I’ll have to pay €25 (since it costs less than 10% or $179.69)?

It’s per pass. So if you cancel 4 passes, you’ll pay €100 cancellation fee and get the rest back.

You can also book your passes on https://allaboard.eu/eurail, where they are 100% refundable by default without any fees.
