Quick question - if I have the monthly pass, and I start on July 10. Does it expire Aug 9 23:59? Or do you have to count 30 days, which would mean Aug 8 23:59?

Correct. Note that all times related to are CET. Not all countries included in the Interrail/Eurail offer use CET
If the validity of your pass starts on the 10th of July, the validity ends at 23.59 CET on the 9th of August.
