It's possible here: https://www.raileurope.com/en (desktop version only).
But you'd need to use a fake pass cover number as you won't have a real one yet.

No, you don't. Every input does generate a pass cover number that does work with Rail Europe. Even 111111. Just try it.
You should be able to call SNCF and get help with seat reservations. They might not accept all credit cards though.
