I am wondering if NS International is also included in the Global Pass Plus with 0 credit needed for seat reservation.

This train is probably a ICE train from Deutsche Bahn (DB, German Railways). Passes are valid, reservations mandatory during the summer months. Free with your global Plus pass if you make your reservations through Interrail directly.
