No that is not true. as you can read also in many items on this forum, there are still passes as paper. It is however possible that your own agent has stopped selling them. You can order via this site-but that will take a very, very long time+extra cost for sending before it will reach Nihon/Japan.

You can still buy on the spot in a few mins at some EUR [points-notably that of DB/Germany (main international airports) and NS/Nederland (AMS-airport) and probably also SBB/Swiss/Zürich.

In the longer term it is probably to expect that sales of these will stop.

My daughter and I travelled with paper passes this summer.

It might be useful to add here that we do currently have a longer lead time than usual to ship paper passes, so we highly recommend that you order them in time. You can, of course, purchase paper passes at most major train stations in Europe too.
