I bought two eurail globzl passes. One for myself and one for my partner
it has linked to my email address but when he tries to log in with the password number and his email it doesnt work.
can i reassign his pass to his email?

You can't assign a pass to an e-mail address. But there's no need.
If you bought mobile passes, then to load a pass in the Rail Planner app, you just need the pass number and your last name. You don't need to activate a pass to book reservations.
To book reservations, just follow the advice on this page:

Booking reservations via Eurail is not recommended and almost always more expensive than elsewhere.
If you really want, your partner can create an account on eurail.com, add his pass there and book reservations there.
